McKinney-Vento Act Eligibility (MVA)
The district supports students experiencing homelessness or educational disruptions in accordance with
District Policy #251 - Students Experiencing Homelessness, Foster Care and Other Educational Instability and the McKinney-Vento Homeless Assistance Act. Students who qualify under this federal law are entitled to immediate enrollment and ongoing support to help maintain stability in their education. This includes unaccompanied youth when residing outside the care of a parent or legal guardian.
If your family is experiencing a loss of housing, temporary living arrangements, or if a student is living apart from a parent or legal guardian, please contact the District’s Homeless Liaison at 484-927-5117. The Homeless Liaison will review your situation, determine eligibility, and connect you with available supports and community resources.

Students who qualify may receive the following rights and services:
• Immediate enrollment in school, even without typical documents such as proof of residency, immunizations, or guardianship paperwork
• The option to remain in the school of origin or attend the local school where the student is currently staying, whichever is in the student’s best interest
• Transportation to attend school, including transportation to the school of origin if needed
• Equal access to education, free school meals, academic programs, and extracurricular activities
• School supplies and assistance with obtaining or transferring school records
• Referrals to medical, dental, and mental health providers
• Food assistance and referrals to housing programs, shelters, and other emergency services
• Support and guidance from the District’s Liaison to assist with enrollment and connection to community resources
• Assistance with participating in district activities and events such as parent/teacher conferences and parenting programs
Families and unaccompanied youth who are determined not to meet eligibility criteria for McKinney-Vento services will receive written notification of the decision and information about the appeal process.
